My voltages are perfect too. I've installed Fallout 3, and spawned over 200 Super Mutant Behemoths into a pit of about 40 Bio-Gas Canisters (makes a cloud of flammable with heat distortion effects). I typically have it installed to my D: drive, so I tried it on my C: drive in the default directory and that's where it is now. The worst I had happen is twice I got the program to crash to desktop (no crash dialog, it just exited to desktop).
If you have a multimeter then you can individually check the rails by hand. Try another PC in the same socket if that is an option.
